Here is a possible reason for outboard motor bogging down. My Mercury outboard was bogging and stalling at almost full throttle after about 10 mins of running. I couldn't believe it. After some research online I learned that the gray fuel line that you can buy in a kit and comes with a primer bulb is no good. These gray fuel lines have a liner that doesn't hold up well against ethanol that is in gas. So I bought some black rubber fuel line to replace boat gas line and that eliminates that problem.
