Sound begins @1:08 Full Report with EVIDENCE PHOTOGRAPHS: https://1drv.ms/b/c/1f43f58f1f4b4ab7/... On Tuesday, May 20, 2025, at approximately 7:59 a.m. , I, Trooper First Class Daniel R. Parker #390, was observing eastbound traffic on Interstate 40 East near the 138 mile marker from the right shoulder. I observed a red Honda Accord with the following Arkansas license plate with a broken windshield traveling continuously in the left lane: AWK87R. I entered the roadway and drove toward the described vehicle. The operator slowed in the left lane and abruptly moved into the center lane as I approached it and then briefly drove onto the centerline separating the center and right lanes. I positioned my patrol car behind the Accord and then activated my emergency lights to initiate a traffic stop. The operator pulled onto the right shoulder and stopped. As I approached the vehicle's passenger side, I noticed the right tail lamp was broken. I then moved to the passenger window and introduced myself and my agency. I then gave the operator, later identified as Kalay Danielle Richmond of Conway, Arkansas, the reason for the stop. I asked Richmond to stand at the front of the Accord and read her the Miranda Warning. Richmond initially told me that she was driving the car back to North Little Rock for a friend and that she believed the contents were clothing. I suspected that Richmond was lying to me, so I placed her in hand restraints and moved her to the back seat of my patrol car. I photographed the vehicle’s interior and then realized that the amount of marijuana was too much to move from the Accord into my patrol car. I called for a tow truck to respond to the scene, and A-1 Recovery was contacted. I also contacted the 20th Judicial Drug Task Force to request their response. The A-1 Recovery driver arrived at the stop with a rollback wrecker and loaded the vehicle. I instructed him to drive to the Faulkner County Criminal Investigation Division, where we would unload the vehicle and remove the marijuana. I maintained a visual on the wrecker and had my dash camera activated from the time we left the traffic stop location until we arrived at the Criminal Investigation Division. The operator unloaded the vehicle, and DTF Agent Jason McNeil moved the vehicle inside a locked storage facility while we interviewed Richmond. Richmond told me on the roadside that she started her trip in Conway and went to Fayetteville to help her friend move. Richmond maintained that she was being paid $500.00 to bring the car back from either Fayetteville or Fort Smith. I contacted 20th Judicial Drug Task Force Agent Jason McNeil and requested his assistance with the investigation. Agent McNeil met me at the Faulkner County Criminal Investigation Division, and we interviewed Richmond in a video-recorded interview room. Richmond’s phone had been secured on the roadside at the onset of the arrest. I completed a State Police Consent to Search form for her phone, but Richmond denied consent. Her phone was seized, and a search warrant will be sought. After the interview was completed, the vehicle was unloaded. The inventory resulted in the seizure of 240 1-pound packages of suspected marijuana. The trunk area and back seat were stacked full of packages. The back seat packages were partially covered with a gray blanket. The front seat floorboard contained neatly stacked vacuum-sealed packages at a level reaching the bottom of the glovebox and the edge of the seat. There were a couple of pairs of men’s Nike shoes, jumper cables, a towel, and a few convenience store items on top of some packages in the front seat. It appeared the towel and these items were being used to conceal the packages. I completed the necessary evidence paperwork and transferred the marijuana and cell phone to Agent Jason McNeil. I then transported Richmond to the Faulkner County Jail (Unit 2) for holding. An affidavit was filed in the Faulkner County Circuit Court requesting the following charges be filed against Richmond: Possession with Purpose to Deliver a Controlled Substance – Schedule VI – More than 100 Pounds but less than 500 pounds, Impeding Traffic – Driving Continuously in the Left Lane, Unsafe Vehicle – Defective Equipment, Defective Tail Lamps, and Improper Lane Usage.
