HAPPY SATURDAY! LET'S GO!! On November 13, 2025, I was patrolling eastbound on Interstate 40 near the 173-mile marker when I observed a black Toyota Tundra with Nevada license plate CLMNTNE traveling in the left lane. The vehicle made a right-lane change and began following an ABF Freight semi-truck at an unsafe distance of approximately one and a half car lengths. The Toyota then returned to the left lane and continued traveling approximately 68 mph in a 75-mph zone without passing any vehicles. The sections constitute violations of Arkansas Statutes 27-51-305 (Following Too Close) and 27-51-301 (Driving Continuously in the Left Lane).I activated my emergency lights and initiated a traffic stop at 12:45 p.m. The driver activated his right turn signal and moved into the right lane but passed the Exit 175 ramp before briefly turning the blinker off and then back on. He eventually pulled onto the shoulder. The delay in stopping and the decision not to use the exit ramp, which would have provided a safe stopping location, appeared suspicious. As I approached the vehicle, I noted that the camper-shell windows were tinted so darkly that visibility inside was obstructed. Multiple first responder stickers were also displayed on the rear glass. I made contact with the driver, identified as Micah Hogue of Reno, Nevada. As he handed me his driver’s license, I observed that he was shaking and breathing heavily. When asked his destination, Mr. Hogue was unable to provide a clear answer and replied, “Just going down to uh…,” before coughing. He then stated he was visiting friends in Little Rock, despite having passed Little Rock approximately 20 miles west. His phone’s GPS was visible from my position and showed about an hour and a half remaining in his trip, consistent with a destination near Memphis. When I informed him that he had passed Little Rock, he appeared confused. He was also unable to initially remember where he was traveling from. I asked Mr. Hogue to step back to my patrol unit so I could make sure he was awake. It took him an unusually long time to exit his truck, but he eventually approached my passenger-side window. His first statement was, “I’m actually going to Memphis.” When asked what was in Memphis, he said he was visiting “a friend.” I asked him several times who his friend was, and he kept deflecting the question. He finally identified this friend only as “JT,” later stating JT was from California and that he was a "friend of a friend". His answers were inconsistent, and he displayed signs of nervousness, such as nervous laughing when nothing was funny, rubbing his hair, deep sighs when asked easy questions, and avoiding direct questions. He later randomly stated he was going to Bass Pro Shops. I asked whether his trip was personal or work-related. He claimed it was personal and that he was only going to Memphis for a day. He stated his return to Nevada depended on where “they” sent him and the “certain routes” that he needed to take. When asked who “they” were, he struggled to respond before eventually stating “Otto Data.” Mr. Hogue denied ever being in any trouble in the past. He also denied having any illegal items in the vehicle and refused consent to search. Given his extreme nervousness, driving behavior, and inconsistent statements. I contacted Chief Bradley Taylor of the Hazen Police Department to request K9 Officer Colton Felts. While waiting, Mr. Hogue sat in my patrol vehicle displaying body tremors and continued heavily breathing. When I asked about his criminal history, he stated it was “a long time ago,” though I could see he had been previously arrested for possession of a controlled substance. Trooper Ana Escamilla arrived and retrieved his water jug for him, which he drank quickly. K9 Officer Felts arrived at approximately 1:30 p.m. and deployed his K9, which gave a positive indication for narcotics on the vehicle. Trooper Escamilla opened the upper portion of the camper shell, revealing multiple trash bags. Based on my experience working with her, her thumbs-up signaled the presence of narcotics. Mr. Hogue was placed under arrest, advised of his Miranda Rights, and he declined to answer further questions. A search revealed several black trash bags containing suspected vacuum-sealed marijuana and boxes containing THC products. Taylor’s Towing transported the vehicle, and Mr. Hogue was taken to the Lonoke County Jail for booking on the following charges: • 5-64-436 – Possession with Purpose to Deliver a Schedule VI Controlled Substance 100 lbs 500 lbs (Class A Felony) • 5-64-443 – Possession of Drug Paraphernalia (Class D Felony) All evidence was transferred to an Agent with the Central Arkansas Drug Task Force. The approximate weight totaled 258 lbs of marijuana and 60 lbs of THC products, with final weight to be confirmed by the Task Force.
