In WA, major projects like new bridges across the Swan River are managed by a state government department called "Building for Tomorrow". It's pretty clear each project is being run in isolation from every other project, and lessons learned on one aren't being transferred to other projects. In other words, they're working in silos. How else can you explain the fact that the Causeway bridge project has created an excellent set of detours whilst the Fremantle project has created an abysmal set of detours? A new detour has been setup at the northern end of the Fremantle Bridge, and they've done a terrible job of forewarning cyclists and pedestrians and then signposting the new route. This video offers a few pointers as to how they could improve things.
