Mid of Rasoul and Westerwelle leaving STORYLINE Germany's foreign minister was in Afghanistan on Thursday where he met President Hamid Karzai and his Afghan counterpart Zalmay Rasoul. In his surprise visit in Kabul, Guido Westerwelle held talks with Karzai, then with Rasoul, and the pair then held a news conference. "Today begins a new stage in our partnership, namely the handover of responsibility for regional security to the Afghan government. But I want to underline that we - also after 2014 - will recognise our responsibilities, and we won't forget Afghanistan after 2014. I am telling that to everyone who fought together with us for freedom and democracy," Westerwelle said. Afghan security forces have started to take charge of security in seven areas - a process that is to continue until they are in charge across the nation by 2014, when foreign combat troops will be gone or left only in support roles. Germany first sent soldiers to Afghanistan in early 2002 and is currently one of the largest troop contributors with some 5,500 in country.
