"Drug Mule" arrested by Arkansas State Police| 56 Pounds of Fentanyl Seized!

Conway, Arkansas ***On 9/13/22 at approximately 7:06 AM, I was driving on I-40 eastbound, near the 102 mile marker when I observed a vehicle, a gray Hyundai Elantra , traveling above the posted 75 mile per hour speed limit approaching me from the rear. I estimated the vehicle's speed at 80 MPH and confirmed it at 80 MPH using my radar. The vehicle passed by me and I initiated a traffic stop on it near the 103 mile marker. I made contact with the driver, Todd Fowler, and informed on the reason for the stop. Fowler apologized for speeding and I asked him for his driver's license. Fowler gave me his license and told me he was traveling from Texas to Annapolis, Maryland to surprise a friend. I asked Fowler what he was going to do if his friend wasn't ready for him and he told me his friend knew he was coming. I reminded Fowler that he told me he was going to surprise his friend. Fowler then said he gave his friend a two week window of when he would be there. I asked Fowler if the car belonged to him and he told me it was a rental car. Fowler gave me the agreement and it showed it was rented by a third party, Gavin Washburn, in Phoenix, Arizona on 8/30/22 and it was to be returned by 9/6/22 in Phoenix, Arizona. I asked Fowler why his friend rented the car for him and he told me it was because he had bad credit and couldn't get a credit card. I had Fowler exit the vehicle so I could take enforcement action. Once inside my vehicle, I asked Fowler how long he planned to stay in Maryland and he told me he was going to be there for 2- 3 days. I asked Fowler if he had the vehicle since it was rented on the 6th and he told me Washburn had it about three days before him. I asked him why and he told me he and Washburn were about to start a business together in Phoenix, Arizona. While speaking to Fowler, I noticed he was breathing rapidly and I could see his heartbeat in his stomach. Due to the vehicle being a third party rental, the rental being past due, the lack of luggage in the vehicle, and Fowler's demeanor, I suspected he may be involved in criminal activity. I asked Fowler for consent to search his vehicle and he gave consent. I had Fowler stand in front of his vehicle and I began searching it. I opened the trunk and lifted the carpet to the spare tire. I immediately noticed tooling on the screws securing the carpet on the fender wells. I also found a tool kit. Cpl. Tim Callison pulled back the carpet of the passenger side fender well inside the trunk and found plastic bundles of narcotics concealed inside the natural void. We placed Fowler under arrest and continued searching. I found plastic bundles inside the natural void of both rear fender wells. I also found plastic bundles in the natural void underneath the center console. There were 45 small brown plastic bundles, 2 clear plastic bundles, and 11 large yellow plastic bundles, weighing approximately 56 pounds in total. The bundles contained blue pills stamped with “M30” and are suspected to be fentanyl. Officer Nate Watkins arrived on scene and transported the vehicle to the Conway County Sheriff’s Office. I transported Fowler. Upon arrival, I transferred the evidence to Drug task Force Agent Billy Alvey. Charges: Trafficking a controlled substance, possess drug paraphernalia, speeding.***
