As president and CEO of Catholic Charities Twin Cities, Jamie Verbrugge oversees an organization that tackles the challenge of affordable housing and operates roughly 1,000 units of permanent supportive housing throughout the Twin Cities. Verbrugge joined Catholic Charities in January 2025. His previous role, as city manager of Bloomington, prepared him for the new job, in part, because Bloomington is one of only four cities in Minnesota with its own public health division. “Public health is typically the purview of the counties in Minnesota,” Verbrugge said. “Minneapolis, Bloomington, Edina and Richfield are the only four cities that have their own public health function. And Bloomington actually serves as the administrator for Edina and Richfield. “That piece of the human services that most other cities don’t have a role in was actually really helpful for me as a way to understand and make that transition to Catholic Charities for the community that we serve.” Verbrugge served as Bloomington’s city manager for nearly 10 years. His prior roles include nearly seven years as the city manager in Brooklyn Park, five years as city administrator in Rosemount, and stints with the cities of Eagan and Richfield. In this interview, Verbrugge talks about Catholic Charities Twin Cities’ mission, his prior experience in Bloomington, the challenge of creating affordable housing, and more.
