Over the years, that reality, though, has changed. 11 TV Hill talks to David Bramble, the west Baltimore developer who is on a mission to revive the destination and usher in its next chapter. When Harborplace opened in 1980, it was considered state of the art -- both as a tourist destination and as an economic driver for Baltimore. It pioneered what became known as the Festival Marketplace, a trendy idea at the time. The Light Street and Pratt Street pavilions bustled with activity from shoppers, diners and crowded stores.
