And this mission to the Ukrainian substations and to all our power plants are very helpful especially at this time when Russia is weaponizing the winter to break our will and our spirit. They cannot do it on the frontline. They’re trying to do this through this genocidal tactic of depriving us of any means of living.” 18. Various exteriors of UN building STORYLINE: The IAEA on Friday convened a special meeting to discuss the risks to nuclear safety in Ukraine due to Russian attacks on its energy infrastructure. The UN Nuclear watchdog called for the meeting at the behest of the Netherlands and 11 other member countries. “A stable grid is essential for safe operation of these power plants. These attacks degrade further this network. That is a danger,” said Dutch ambassador Peter Potman ahead of the meeting. Russia has sought to deny Ukrainian civilians heat, light and running water over the course of the war, in a strategy that Ukrainian officials describe as “weaponizing winter.” “Russia is weaponizing the winter to break our will and our spirit," said Ukrainian ambassador Yurii Vitrenko. "They cannot do it on the frontline. They’re trying to do this through this genocidal tactic of depriving us of any means of living.” Kyiv and other regions have been gripped by one of the most bitter winters in years. The meeting in Vienna comes as Ukraine waited for signs that Russia is abiding by a commitment that U.S. President Donald Trump said it made to temporarily halt attacks on Ukraine’s power grid.
