Ceremonial Signing of the Joint Memorandum Circular Aligning the Board Licensure Examination for Professional Teachers with the CHED Teacher Education Curriculum Ceremonial Hall, Malacañan Palace April 10, 2025 President Ferdinand R. Marcos Jr. witnesses the signing of a Joint Memorandum Circular between the Professional Regulation Commission (PRC) and the Commission on Higher Education (CHED) on the Alignment of the Board Licensure Examination for Professional Teachers (BLEPT) with the CHED Teacher Education Curriculum in a ceremony at Malacañan Palace on April 10, 2025. The Joint Circular is a result of the President’s directive during the sectoral meeting with the Second Congressional Commission for Education (EDCOM II) last 4 March 2025. It emphasized the urgency of implementing necessary reforms to enhance the effectiveness and relevance of education programs in the country. Teacher examinations shall be given separately by field of specialization, aligned with the relevant programs, standards and guidelines issued by CHED to ensure accurate assessment of competencies specific to each teaching specialization. This includes distinct examinations for Elementary Education that will now focus on two (2) vital specializations: Early Childhood Education and Special Needs Education. For Secondary Education, this includes separate examinations for teachers with the following specializations: English, Filipino, Mathematics, Science, Social Studies, Values Education, Technology and Livelihood Education, Technical-Vocational Teacher Education, Physical Education, and Culture and Arts Education. These educational reforms are geared towards raising the bar for teaching quality to address the long-standing gaps in the country.
