Like many small rural towns in Japan and around the world, Kamikatsu is blessed with beautiful scenery, successful agriculture (tea, rice, fruit and vegetables) but faces challenges from a lack of infrastructure and population decline. The local government started encouraging residents to separate garbage in the late 1990's in line with most areas of Japan, and in 2003 set the challenging target of "Zero-Waste" by 2020. On a research trip in November, 2016 I visited the town of Kamikatsu to find out more about the Zero-waste policies and how that translated into everyday habits and business operations. Thanks to the helpful and hardworking staff at the Kamikatsu Town Hall and Zero-Waste Academy I was able to get a lot of useful information about the town history, targets, operations and successes. I am convinced that the strategies in place in Kamikatsu can be effective in other parts of Japan and the world.
