Latest Development (March 2026) On March 3, 2026, the Department of Finance (DOF) and the Japan International Cooperation Agency (JICA) signed an ₱8.2 billion (JPY 21.6 billion) loan agreement for Phase III of the rehabilitation. Purpose: To restore the system to its original "as-designed" condition and prepare it for future private sector operation. Key Upgrades: Includes replacing rails, overhauling all 72 original CKD Tatra train cars, upgrading the power supply and signaling systems, and renovating stations. Capacity Expansion: The 4-Car Transition A major highlight of the current rehabilitation is the shift from 3-car to 4-car train sets. Increased Capacity: A 4-car train can carry approximately 1,576 passengers (adding 394 slots per trip), helping to reduce platform congestion during peak hours. Dalian Train Integration: The DOTr plans to deploy 39 additional Dalian train coaches throughout 2026. The goal is to have twenty 4-car train sets operational by late 2026 or early 2027. Safety Debates: There has been recent public discussion regarding the safety of 4-car configurations. The DOTr and maintenance provider Sumitomo Corp. have officially assured the public that the signaling system (validated by consultant SYSTRA) is fully capable of supporting these longer trains. Station Improvements & Maintenance Beyond the tracks and trains, the 2026 phase includes visible facility upgrades: Station Overhauls: All 13 stations are slated for repainting, tile replacement, improved lighting, and upgraded restrooms. Escalator Replacement: Major work is planned for the Taft Avenue and Ayala Avenue stations. Replacing these escalators could take up to four months per unit, with work potentially extending into 2027. Annual Maintenance: The MRT-3 will suspend operations during Holy Week (April 2–5, 2026) for its yearly intensive preventive maintenance.
