Waverly, NE City Council Meeting held on November 25, 2025 at 6:00 pm at the Community Meeting Hall 14130 Lancashire The meeting was called to order at 6:00 p.m. A Public Hearing was held regarding a resolution establishing an annual municipal employee recognition event and related expenditures; no public comments and the resolution passed. Other resolutions approved were an annual resolution regarding deposit of municipal funds for the 2025-26 fiscal year and a resolution adopting and revising the Employee Handbook. The Second Reading of 3 Ordinances were approved, amending the Waverly Municipal Code: 1) Chapter 94 relating to Animals, Chapter 31 relating to Appointed City Officials & Chapter 32 relating to Departments, Boards, and Commissions, (language concerning Fire/Rescue department), and 3) Chapter 71 relating to Traffic Regulations (ATV/UTV/Golf Carts), which incorporated an amendment to include ATV use to clear snow outside daylight hours. Annual approval was also given by the council with NDOT for a 2026 maintenance agreement and certificate of compliance for the 2025 maintenance agreement. Also on the agenda was discussion regarding the Proposed Sofos Power Project. Note: it was stated in the meeting the City of Lincoln Planning Commission Public Hearing for approval of the project is currently scheduled for December 17 but has since been postponed to January 7. Routine items were also approved including minutes, claims for payment, and providing the keno & sales tax reports. The Council entered executive session to protect the public interest, to receive legal advice, and to discuss contract negotiations at 6:42 p.m. Open Session was declared at 6:57 p.m. and the meeting was adjourned at 6:58 p.m. November 25 Meeting Agenda: https://meeting.sparqdata.com/Public/...
