Waverly, NE City Council Meeting held on November 10, 2025 at 6:00 pm at the Community Meeting Hall 14130 Lancashire The meeting was called to order at 6:00 p.m. The Council approved Resolution 25-32 Approving a Financing Agreement By and Among the City, The Community Redevelopment Authority of the City of Waverly, and the Purchaser of a Certain Tax Increment Financing Revenue Note to be Issued by the Community Redevelopment Authority. Also approved was an agreement with JEO Consulting Group, Inc for engineering services on the Wastewater Treatment Facility Generator Replacement Project in an amount not to exceed $28,350.00. Three Ordinances passed on Final Reading, amending the Waverly Municipal Code: 1) Chapter 94 relating to Animals, (specifically Dogs) 2) Chapter 31 relating to Appointed City Officials & Chapter 32 relating to Departments, Boards, and Commissions, (specifically language concerning Fire/Rescue department), and 3) Chapter 71 relating to Traffic Regulations (specifically ATV/UTV/Golf Carts). Council Member David Jespersen was elected as Council President for the second year. Routine agenda items included approval of minutes, claims, Treasurers Report, Budget & Expense Report, annual approval of updating the signature cards at the City's various financial institutions, and the annual Mayor's recommendation for city official appointments, council liaison appointments, and all board/committee appointments.
