2News has learned that a concerned neighbor in Southern Utah dialed 911 on behalf of a child, who identified his mother as Ruby Franke. On Aug. 30, a 911 call was made to St. George Communications Center from a neighbor stating that a child knocked on his front door and requested that they call the police.
