SOUNDBITE: (English) Ban Ki-moon, Secretary General of the United Nations: ++AUDIO QUALITY AS INCOMING++ "As leaders of Africa, you have an historic responsibility. This is a critical moment for the Great Lakes region and for Africa as a whole. We must put the cycle of violence behind us. We must build a shared future of stability, peace, development and human rights for all citizens of your countries. I am determined to work with you to realise these urgent objectives. And I count on your leadership." 5. Mid shot of Joseph Kabila, President of the Democratic Republic of Congo (DR Congo) 6. Mid shot of media and delegates 7. Mid shot of Paul Kagame, Rwandan President 8. Wide of officials 9. SOUNDBITE: (English) Rosemary Museminari, Rwanda's Foreign Affairs Minister: "So, when you listen to the messages that come out it is as if this is a problem between Rwanda and Congo, which is just not true. It is a problem that is on the Congolese soil, the Congolese fighting their own Congolese, the FDLR (Democratic Front for the Liberation of Rwanda, known by its French acronym FDLR) fighting on the Congolese soil, youths being integrated in the Congolese army and working alongside them. So for us it is a threat to our security, it is a threat to our livelihoods. Please don't forget that these people killed one million people and now have gone to contribute to the killing of many more people that you have seen, the insecurity that you see there." 10. Frazer talking to officials 11. SOUNDBITE: (English) Alan Doss, head of the UN peacekeeping mission in DR Congo: "But clearly we must appeal to everybody to prevent attacks on humanitarian workers to allow humanitarian access. It is absolutely indispensable because a lot of people are suffering right now because of this conflict. Suffering without reason, there is no need for this. We must find ways to accommodate concerns that may be through a peace process which we started last January in Goma." 12. Various of Frazer and delegates 13. Delegates in the lobby area chatting 14. SOUNDBITE: (English) Louis Michel, European Union Commissioner for development and humanitarian aid: "The priority for dialogue and negotiation is that of military option. Military option is not an option definitely and this is important if all the heads of state and government can endorse it then we will have made a very important step forward." 15. "We must put the cycle of violence behind us," Ban said at a summit of seven African leaders, including Congolese President Joseph Kabila and Rwandan President Paul Kagame, who wields strong influence over Congolese rebel leader Laurent Nkunda. The UN official said an unspecified number of Angolans arrived four days ago.
