In Rocky Mount, NC, railroad tracks cut through the city, with predominantly Black Edgecombe County on the east side and predominantly White Nash County on the west. In 1971 the NC General Assembly moved the Edgecombe County line alongside the railroad, diminishing the political power of African Americans in that county by reducing their representation in the state legislature. Since then, the tracks have been a constant reminder of systemic racism and longstanding disinvestment on the Edgecombe County side, with related inequities in health, housing, education, employment, and opportunity. Yet community power is starting to shift. Today, the city council is majority African American, and with input from neighborhood associations and community groups, major investments have started flowing to Edgecombe County, improving lives on both sides of the tracks.
