Third Reading debates of C-12 continue on March 11, 2026, as Senator Paula Simons introduces her amendment to Part 7 of the bill regarding the mass cancellation of immigration applications and permits. The technical amendment would have required any order or regulation made by the Governor-in-Council be tabled in Parliament within 15 days, requiring both chambers to pass a resolution. The amendment made reference to the Interpretation Act, a practice commonly used by Canada's sister parliaments. "When it comes to a bill that proposes to grant the governor-in-council extraordinary power to directly, immediately affect the lives of thousands of people, I think Parliament ought not to surrender its customary and hallowed powers. In the name of justice. In the name of procedural fairness. In the name of the Charter of Rights and Freedoms. In the name of the prerogatives of Parliament itself – and the proper and delineation of powers between the legislative and executive branches," the senator said. The amendment failed by a vote of 23 to 48, with three senators abstaining.
