About Video : 31 मार्च तक हाईकोर्ट ने JTET कराने का दिया था आदेश, विभाग नहीं माना; नियमावली ही नहीं बनी! क्या झारखंड में शिक्षक पात्रता परीक्षा लेने के लिए तय 31 मार्च की मियाद भी बीत जाएगी. क्या लाखों अभ्यर्थियों को फिर एकबार मन मसोसकर रह जाना पड़ेगा. क्या झारखंड में शिक्षक बनने की चाह लिए सालों से रांची, हजारीबाग, बोकारो और दुमका के दबड़ेनुमा कमरो में किताबों के बीच सिर खपा रहे नौजवानों के हिस्से केवल इंतजार आएगा. क्या फिर अपरिहार्य कारणों से एक और प्रतियोगिता परीक्षा स्थगित की जायेगी. झारखंड गठन के 25 साल में केवल 2 बार जेटेट की परीक्षा ली गई है. तीसरी परीक्षा की आस में बीएड और डीएलएड पास 6 लाख से ज्यादा अभ्यर्थी इस इंतजार में बैठे हैं कि सरकार बस अब शिक्षक पात्रता परीक्षा का आयोजन कराने ही वाली है, लेकिन इन उम्मीदों और आशाओं को धूमिल करते हुए सिस्टम उनको केवल इंतजार, निराशा और हताशा थमा रहा है. सवाल बड़ा है कि जिस युवा झारखंड को 2047 तक विकसित बनाने का लक्ष्य तय किया जा रहा है, वहां शिक्षकों की नियुक्ति को लेकर इतनी असंवेदनशीलता और लापरवाही कितनी बर्दाश्त की जा सकती है. हाईकोर्ट ने निर्देश दिया था कि 31 मार्च तक किसी भी कीमत में शिक्षक पात्रता परीक्षा का आयोजन होना चाहिए. सुप्रीम कोर्ट यह आदेश दे चुका है कि शिक्षक पात्रता परीक्षा को पास किए बिना कोई शिक्षक नहीं बन सकता. जो बने हैं उनको या तो परीक्षा पास करनी होगी अन्यथा वे स्वैच्छिक सेवानिवृत्ति लें. झारखंड में 77 हजार से ज्यादा शिक्षक जेटेट क्वालीफाइड नहीं हैं. 80 हजार से ज्यादा शिक्षकों ने सीटेट क्वालीफाइ किया है, लेकिन विडंबना देखिए कि उनको सहायक आचार्य नियुक्ति परीक्षा की प्रक्रिया में हिस्सा लेने की इजाजत राज्य सरकार नहीं देती. जेटेट का आयोजन भी नहीं कराया जा रहा है. गौरतलब है कि 2012 और फिर 2016 में जेटेट की परीक्षा ली गई थी. The High Court had directed that the Teacher Eligibility Test be conducted by March 31st at any cost. The Supreme Court has already ruled that no one can become a teacher without passing the Teacher Eligibility Test. Those who have qualified must either pass the exam or take voluntary retirement. Over 77,000 teachers in Jharkhand are not JTET qualified. Over 80,000 teachers have qualified the CTET, but ironically, the state government does not allow them to participate in the Assistant Professor recruitment process. The JTET is also not being conducted. It is noteworthy that the JTET exam was conducted in 2012 and again in 2016, while the rules state that the JTET exam should be conducted annually. Bihar has decided not to conduct the Teacher Eligibility Test, but the government has decided that only candidates who have passed the Central Teacher Eligibility Test will be eligible to participate in the Tier 4 teacher recruitment process in the state.
