This is an over 6 minute improvement over the previous TAS ( https://tasvideos.org/4266M ) that primarily makes use of a bug that "breaks the lock-on technology" of the Sonic 3 and Sonic & Knuckles combo, which tricks the game into loading Sonic & Knuckles and skip all the way to Mushroom Hill.
