The Lagos State Internal Revenue Service has announced it will begin recovering unpaid taxes through third parties such as banks, employers, tenants, customers and business partners, relying on Section 60 of the Nigeria Tax Administration Act, 2025. The provision, known as the “power of substitution,” allows tax authorities to redirect funds owed to a taxpayer toward settling tax liabilities. While LIRS says this is a lawful step to improve compliance and revenue collection, the move has raised serious questions about due process, privacy, business disruption, and whether judicial oversight is being bypassed.
