Video 2 of 3 Explaining Federal Education "funding" to States and local schools I'm posting 3 different videos specific to the Federal Department of Education and my perspective and explanation of the potential dismantling/closure of the federal DOE. This video is specific to how the federal education department generally provides contributions to the states and local schools. I avoided using the word "funding" because that's not REALLY true, as our American education system is still a bottom up system (local-state then federal). So, the funding responsibilities largely and overwhelmingly rests with the local school and states. The federal government has little control and the influence that it might have or does have comes in the form of grants. There are generally 3 types of grants that the Feds use to influence local schools and states. Special education funding (IDEA) works through formula grants and, if the IDEA is truly relocated into a different department, it will still provide funding using that formula grant unless changed but it's likely that would require congressional approval to change the manner of funding. The other two grants are categorical and block grants. All the grants (regardless of type) comes with requirements and strings for the schools or states to have access to. This is how the feds influence state or local education policy. I explain how each of those work in the video. CAUTION: I'm 100% a Gen X'er so the video will be full of cynicism and cheeky annoying banter so it may trigger some. It's okay to disagree with each other yet we all believe in the preservation of the IDEA and Section 504 for our kids and I will continue fighting this fight as I've done for the past 16 years.
