Monday, September 23rd 1968. Footage of the Nigerian Head of State, Major-General Yakubu Gowon meeting a team of foreign observers who were to follow Nigerian troops advancing into territory held by the secessionist state of Biafra. The meeting was held at Dodan Barracks in Lagos. The team of observers were appointed in response to allegations on the Biafran side of genocide. They were Major-General Arthur Raab (Sweden), Major-General W.A. Milroy (Canada) and Mr. Nils Goeran-Gussing, Representing U. Thant, the UN Secretary General. Representatives from Poland and the Organisation of African Unity were expected to join the team. General Gowon promised the team that they would have complete freedom of movement and be able to respond to any allegations in regard to the conduct of federal troops. Source: Reuters News Archives. Note: Among the members of the Nigerian Supreme Military Council captured in the footage were Rear Admiral J.E.A. Wey, the Commissioner for Establishments & Chief of the Naval Staff; Brigadier Hassan Katsina, Chief of Army Staff; and Colonel Shittu Alao, Chief of the Air Staff. Also present were Colonel Mohammed Shuwa, the General Officer Commanding the 1st Division and Lt. Colonel Pedro Martins, the Head Chaplain to the Nigerian Armed Forces.
