Demolition Derby on I-95: FHP’s Wild Pursuit of Wanted Felon

On March 5 at approximately 3:07 PM, the Lake Worth Regional Communication Center (LWRCC) informed me of North Palm Beach Police pursuing a black Hyundai passenger vehicle with tag number DPEY89 on Interstate 95 (State Road 9) northbound due to a felony battery. Florida Highway Patrol assistance was requested. Positioned in the center median south of Indiantown Road, I notified LWRCC that I had visual contact with the vehicle northbound. Upon activating my emergency lights and sirens, the vehicle continued northbound, accelerating and making evasive maneuvers to flee. I informed LWRCC that I would lead the pursuit. The vehicle, now speeding, forced me to reach 129 mph in a 70 mph zone. I noticed the vehicle’s front left tire was blown, slowing it to 60 mph, but it continued without stopping. I informed LWRCC of my intent to execute a Precision Immobilization Technique (PIT) maneuver on Interstate 95 at the 93-mile marker. My first PIT attempt was unsuccessful as the suspect maintained control. I attempted a second PIT at 69 mph, which also failed, with the vehicle veering left into the median. The driver then reversed direction, heading south on I-95, continuing evasive actions by changing lanes and driving recklessly in the emergency shoulder. The suspect vehicle, with only rimmed front left and rear left tires, reached 115 mph in a 65 mph zone. Trooper Mark McDonough (ID 812) joined the pursuit. I continued as the primary unit southbound on I-95, north of Donald Ross Road. At one point, the driver threw an unknown object at my patrol car, striking and damaging the windshield. Fortunately, I was unharmed and notified LWRCC. The suspect exited at State Road 850 (Northlake Blvd) at high speed. Approaching the intersection, I attempted a third PIT at 68 mph, but the vehicle swerved onto the curb area and continued west on State Road 850. A fourth PIT attempt at 20 mph and a fifth at 22 mph were also unsuccessful. Finally, upon reaching Keating Drive, I executed a successful PIT maneuver at 32 mph, slowing the suspect’s vehicle. Trooper McDonough then performed another PIT on the rear left, successfully disabling the vehicle. LWRCC was informed, and the Palm Beach Gardens Police officers apprehended the driver, identified as Felipe Steve Martinez (DOB 04/10/1985), confirmed via NCIC/FCIC. After being medically cleared by Palm Gardens Fire Rescue, Officer Chris Perez (ID 9887) formally placed Martinez under arrest. Martinez was charged with: F.S. 316.1935(3)(9): Aggravated Fleeing or Eluding a Law Enforcement Officer F.S. 316.192: Reckless Driving F.S. 790.19: Shooting or Throwing Deadly Missiles into Dwellings, Buildings, or Vehicles All events occurred in Palm Beach and Martin counties.
