Season lamb neck with salt, pepper, spices and dried mint. 2. Make small cuts and insert garlic cloves. 3. Add fresh rosemary. 4. Roast on a rack at 220°C (428°F) for about 1 hour until browned. 5. Slice bell pepper and onion and place in a baking tray. 6. Add canned chopped tomatoes (or fresh chopped tomatoes) and a cup of water. 7. Place browned lamb neck on top. 8. Cover tightly with 3 layers of foil. 9. Slow cook at 160°C (320°F) for 3 hours. 10. In the last hour, roast potatoes on a lower rack if desired.
