(29 Sep 1999) Arabic/Nat The leading Palestinian dissident Abu Ali Mustafa is making final preparations to return to the Palestinian territories after 32 years in exile. On the eve of his return, the deputy head of the Popular Front for the Liberation of Palestine ruled out joining status talks with the Israelis. Mustafa's refusal to join the talks will make it difficult for his party to fulfill its stated aim of rejoining Yasser Arafat's mainstream Fatah faction. Fatah is already committed to entering talks with the Israelis. After 32 years in exile, P-F-L-P leader Abu Ali Mustafa is finally about to return to the Palestinian-controlled territories. And whilst he is delighted that the way home has finally been opened to him once again, he wishes he could go back under different circumstances. SOUNDBITE: (Arabic) "I have mixed feelings - happiness because I am going back to Palestine to be with my people in the avant-garde trench to confront the Zionist enemy. I have the feeling of sadness because our people's goals have not yet been achieved." SUPER CAPTION: Abu Ali Mustafa, Deputy Leader PFLP As the situation stands, the Israelis could still prevent Mustafa from entering the Palestinian-held land, as they did last time he tried to return in 1996. But Israel gave its permission for Mustafa to return one month ago, and Mustafa hinted at promises from the new Israeli government that they will not try to obstruct his journey. SOUNDBITE: (Arabic) "This move happened in 1996, when there was approval for 450 members of the Palestinian National council to enter the territories. I was one of them. When I tried in July to use this approval, I was prohibited. All of us know that the gates of the Palestinian territories are guarded by the Israelis from the bridge to Rafah. At the end we don't exclude any move in this regard. But I didn't hear from the PNA of such a move, and there are confirmations that what happened before would not be repeated." SUPER CAPTION: Abu Ali Mustafa, Deputy Leader PFLP Crucially for the Arab-Israeli peace process, Mustafa has already ruled out the possibility of joining final status talks between Israel and the Palestinians. Mustafa justified his stance on the grounds that Israel has broken the Oslo agreement. SOUNDBITE: (Arabic) "We will not participate in the final status negotiations because the Israelis insist on implementing their programs continuously since the Oslo agreements until now. They confiscated hundreds of thousands of acres, building settlements, demolishing Palestinian houses. Thousands of detainees are in prison. All this is implemented by Israel which is completed by the NOs." SUPER CAPTION: Abu Ali Mustafa, Deputy Leader PFLP The refusal to join the talks will prove a major stumbling block, as the P-F-L-P has already stated its aim to rejoin Yasser Arafat's mainstream Fatah faction of the Palestinian Liberation Organisation. But Fatah is already committed to joining discussions with the Israelis. The greatest fear for both Arafat and the Israeli government is that once he gets to the Palestinian lands, Mustafa will try to stir up violence to protest against the peace process - just when relations between Israelis and Palestinians seemed to be improving. Mustafa did nothing to calm these fears.
