SOUNDBITE (English) Horst Kohler, IMF Managing Director: "Economic weaknesses in advanced economies predate the current conflict in Iraq, and the war should not be an excuse to further postpone tackling long-standing structural impediments to sustain strong growth. So this tackling of the structural impediments for growth, this is the most important task. Cutaway of press STORYLINE: The World Bank said on Thursday that it was prepared to help with the rebuilding of Iraq once the war was over but major new loans would require authorisation from the United Nations. The comments by World Bank President James Wolfensohn put the institution on the side of European nations who have been arguing that any reconstruction program should be done with UN authorisation. US President George W. Bush's administration has argued that the United States and its allies in the war initially should play the lead role in running Iraq. However, Wolfensohn said the World Bank could only deal with legitimate governments recognised by the United Nations. He met reporters to preview the upcoming spring meetings of the 184-nation World Bank and its sister-lending organisation, the International Monetary Fund. The IMF Managing Director, Horst Kohler called upon richer nations to cooperate in order to give the struggling world economy a boost. The global economy is trying to cope with another year of low growth, and officials at the IMF believe policy-makers in the United States, Europe and Japan share part of the blame for the poor performance.
