SANTA MONICA — On Tuesday, April 29, 2025, Santa Monica Police Department officers detained a man at the Santa Monica Pier during a routine patrol after observing him in possession of a shopping cart. Under California Penal Code 485 PC, unauthorized possession of a shopping cart is considered misappropriation of lost or stolen property if not returned to the rightful owner. During their investigation, officers discovered the man had an outstanding warrant. Upon further inspection, they developed suspicion of narcotics possession. The individual was arrested without further incident and transported to jail. Beach maintenance crews were dispatched to retrieve the cart and clear the surrounding area.
