There is a big difference between those two terms. Uke, in Japanese, means to "catch" or "receive". Therefore, it is quite different from the image you get from "block". In other words, Uke does not mean to reject or stop, but rather accept or receive. Thus, in Asai karate, we do not resist to the attacker's energy, but rather receive it, then return it back to the attacker. This notion is quite different from the concept you find in standard Shotokan karate. I am not saying the understanding of Uke in standard Shotokan is wrong. I am simply stating the interpretation of the Uke technique in Asai karate is different. We strive for smoother and more natural movements (techniques) that accept the opponent attacks. This concept bodes well with the Japanese culture. In other words, the Japanese people do not like conflicts. They prefer to accept or simply ignor or dodge them rather than fight. If you practice Aikido, Iaido and other Japanese martial arts, you will find the same concept in those arts.
