LuAnn Ballesteros is the Vice President, External and Government Affairs at The Jackson Laboratory, where she leads a team of government relations professionals to advance policy initiatives, build strategic partnerships and identify funding sources related to research, biotechnology and healthcare. She is also a member of the JAX Leadership Team. She brings a wealth of experience to her role, having previously held positions at JAX, including Director, Government Relations and Senior Development Officer. Ballesteros joined JAX in 2005, following an executive career at Bangor Hydro-Electric Company, where she was instrumental in formulating and implementing the company’s government relations strategy. An active participant in the state’s business community and a graduate of Maine Development Foundation’s Leadership Maine Xi Class, Ballesteros is immediate past chair of the Maine State Chamber of Commerce; an appointed member of the State Workforce Board and the Maine Economic Growth Council; and a member of Machias Savings Bank Board. She is a former member of the Maine Innovation Economy Advisory Board, as well as a former board member of the Maine Cancer Foundation, Bangor Nursing & Rehabilitation Center and the Bangor Y. In 2024, she was awarded Maine Development Foundation’s Kenneth M. Curtis Leadership Award. LuAnn earned her Bachelor’s degree in paralegal studies from Husson College and an Associate’s Degree in Early Childhood Education from the University of Maine, Farmington.
