In this video, we try to explain what it is, how it is executed and how it fits into a Parliamentary system, while a distinction is made between the mentioned doctrine and the idea of collective ministerial responsibility together with the consequences of a minister failing their responsibilities. Moreover, the link between individual ministerial responsibility and collective ministerial responsibility is elaborated upon, citing where one ends and the other takes over and how the latter can help with accountability regarding the former. The importance/advantages of the doctrine at hand are also highlighted, as the guidelines as to what is to be done by a minister if a civil service under their department is found guilty of maladministration are explored (illustrated in the Crichel Down Affair 1954 and several other examples stated throughout the video).
