Is public consultation just a box-ticking exercise to keep us quiet? Let’s take a look behind the curtain of what we call Engagement Theatre — a system designed not to help the public, but to manage us. Aircraft noise complaints have flooded in from over 220 Brisbane suburbs—more than every other Australian city combined. So why does it feel like no one’s listening? Because Airservices Australia—our government-owned airspace authority—has built a system to stonewall complaints. Freedom of Information documents reveal staff are trained to send pre-scripted replies like“No investigation will be conducted” or “This cannot be changed.” Brisbane Flight Path Community Alliance (BFPCA) brings together Brisbane communities adversely affected by Brisbane Airport noise pollution – including aeroplane noise pollution and human health impacts. Our aim is to ensure authorities such as Airservices Australia, Brisbane Airport Corporation BAC and the Civil Aviation Safety Authority (CASA) take steps to mitigate Brisbane plane noise and provide appropriate Brisbane flight paths. The new parallel runway in July 2020 led to a severe increase in plane noise pollution and health impacts on thousands of people in Brisbane. We also want to see effective use of strategies such as SODPROPS to reduce Brisbane's plane noise. Out of 207 pages of instructions on complaint handling, less than half a page deals with actual noise investigations. Airservices has admitted in Senate Estimates that – since 2018 – it has conducted zero noise improvement investigations in the entire country. Zero. And if you persist with complaints? They may label you “unreasonable,” restrict your contact, or ignore your complaint without even reading it. Before launching Brisbane’s new flight path design in 2020, Airservices and Brisbane Airport Corporation claimed they had “consulted widely.” But were you honestly told these facts? That your home would have more than 100 flights a day directly overhead? That the noise would exceed World Health Organisation health limits? Brisbane Flight Path Community Alliance (BFPCA) brings communities together to advocate for urgent actions to mitigate Brisbane's airplane noise pollution and other impacts on communities. That it will would damage your sleep, your children’s learning, and your property value? No. Because the whole process was designed to avoid telling you the truth. The Aircraft Noise Ombudsman later confirmed that Airservices failed on the following. Failed to properly engage affected communities. Relied on outdated modelling. Misled the public about changes. Outsourced consultation to Brisbane Airport. And avoided ministerial re-approval for major design changes. The Aircraft Noise Ombudsman said it clearly: Airservices did not meet its obligations. They say: “We are monitoring the noise.” But what they really mean is: “We are masking the truth.” Noise forecasts rely on outdated noise contours that average out impact across time and space—hiding the reality of constant disruptions. Actual noise events? Hidden behind misleading metrics. Lived experience? Ignored. What about the Brisbane Airport Community Aviation Consultation Group (BACACG) or the Brisbane Airport Community Airspace Advisory Board (AAB)? Nothing more than carefully controlled sham forums with no real influence—just another layer of the engagement theatre. This is not community engagement. It’s social engineering. A strategy designed to wear people down. To make you feel like someone is listening—so you delay taking real action. Rachelle Verdel, in her research on the tactics of Schiphol Airport (a co-owner of Brisbane Airport!), called this is “inclusionary control”— it’s creating fake participation forums that promise influence, but deliver nothing. Sound familiar? It’s the same playbook being used here in Brisbane. So what’s the point of complaining to Airservices? There isn’t one. Complaints to Airservices go nowhere!
