When torture survivors seek justice, the first point of failure is often the evidence itself. In this episode of JPP’s “Zimmedar Kaun?”, we speak with Dr. Khurram Sohail Raja, a leading forensic medicine specialist, who offers a rare inside analysis of Pakistan’s medico-legal system. He explains how outdated laws and unqualified medical officers determine the fate of torture cases, even when forensic proof exists. Dr. Raja argues that forensic evidence is the foundation of accountability. Yet systemic flaws, a colonial-era definition of “Medical Officer,” and the lack of psychological examination continue to deny victims justice. He also reveals how international standards such as the Istanbul Protocol are routinely violated and what reforms are urgently required.
