Although the bill hasn't officially been passed, the new law has already been brought into force. Thousands of surrogate babies were born in India every year, but the government believes that poor, illiterate women were being exploited. Indeed, for many women, being a surrogate is one of the few ways for the desperately poor to earn money quickly.
