On Wednesday, German Chancellor Gerhard Schroeder, French President Jacques Chirac and British Prime Minister Tony Blair met in Berlin and called for a fresh drive to cut bureaucracy in the EU, promote new technologies and avert a crisis in social programs. They also backed a stronger role for the EU''''s executive commission in guiding economic reforms for the bloc that is expanding to 25 countries from 15 in May. Other EU nations, notably Italy and Spain, expressed concern that the summit was an effort by the three countries to assume control of the bloc''''s future. Other leaders at the Athens meeting of the European People''''s Party, which represents conservative groupings in Europe, did not comment on the summit. The conservatives met ahead of the EU summit on March 25 and the main item on their agenda was the intergovernmental conference trying to draft the EU''''s constitution. It was organised in Athens in a show of support for Greek conservative opposition leader Kostas Karamanlis before March 7 general elections.
