FOX 11 Investigates: Newcap put on state monitoring, accused of misusing Wisconsin taxpayer money

The future is in doubt for a Wisconsin nonprofit that's been helping people in financial need for more than 60 years. Tax documents show Newcap has been operating at a $2 million deficit and the state has put it under "enhanced financial monitoring" -- a move that FOX 11 is told is not common. The community action agency, one of 16 in the state, serves a 10-county area, which includes Brown, Shawano, Oconto, Menominee and Marinette counties. Newcap receives millions of taxpayer dollars each year to help residents in those counties with things like housing, utilities and medical care. Newcap CEO Cheryl Detrick says changes have been made to try to eliminate the deficit, but former employees and a former board member tell FOX 11 the financial issues are far more troubling than what is publicly available.
