Minimal, or no extra steerer will look tidier and will also be a bit safer in the event of a crash. To cut your steerer tube, you'll need a hacksaw and, preferably, a hacksaw guide. You'll also need to remove the forks from your bike. If you're cutting a carbon steerer tube it's good to have a specialised carbide blade as this will prevent the fibers from fraying.
