The default highways and railroads have been removed to replace them with the very old country roads that connected Reddington to satellite towns and the outside world. Don't worry, we'll put highways back in, but not until after we work through the evolution of North American transportation as we go forward building Reddington up from its roots. This city starts out fresh on the Green Plains map, which comes with the base version of Cities: Skylines.
