The cable is the height of the flag, you will want to be sure you know what size flag you have before getting a cable arranger. You can have more than one cable arranger on one flagpole to fly two flags. Weight The weight is attached on the cable below the flags to keep the cable taught. And to help the flag come down the flagpole. Retainer Ring The retainer ring is used to keep the flag attached to the flagpole and they do fly freely. These are little balls on a cable that goes around the pole by the weight. Winch As mentioned above, the winch is the mechanism that moves the flag up and down, winding and unwinding the cable.
