Text of House File 2694: https://www.legis.iowa.gov/legislatio... The original House bill stated that the governor "shall not close, place a mandate on, or otherwise regulate a place or practice of worship for any reason, including through the proclamation of a disaster emergency [...]." Before the House approved the bill, Republicans added language stating that a measure dictated in a state of disaster emergency shall not change laws, policies, or regulations without legislative approval, regulate conduct within a private residence, or require vaccination. During this subcommittee hearing, State Government Committee chair Ken Rozenboom indicated he plans to amend the bill to remove the vaccination language, leaving the provisions that prohibit regulation of churches. Fellow Senate Republican Jason Schultz said he would prefer the bill with the vaccination language, but he would agree to sign off with amendment to keep the bill moving forward. It needs to clear the State Government committee by March 20 to meet an important legislative deadline. Democratic State Senator Tony Bisignano opposed the bill, saying the governor needs to have flexibility to deal with public health threats.
