Laura Belin recorded this video on March 12, 2026, as an Iowa Senate Judiciary subcommittee considered House File 2542, which would enhance prison sentences for some repeat offenders. Bill text, as approved by the House: https://www.legis.iowa.gov/legislatio... The bill would create a modified "three strikes" system, where certain past convictions would count for one "point," while lesser offenses would count as a half-point. Once a repeat offender reached three total points, they would face a mandatory minimum sentence of 20 years. The Iowa Department of Corrections legislative liaison shared some projections about the increased costs that would be associated with incarcerating more people for longer periods. Most of the public comments opposed the bill. Two of the most powerful testimonies came from former incarcerated people who have turned their lives around and are contributing to society. Both would have faced decades in prison if this law had been into effect. A few speakers expressed support for the bill. After hearing testimony, Democratic State Senator Izaah Knox explained why he would not support moving the bill forward, for several reasons. Republican State Senators Dan Dawson and Mike Bousselot said they would move the bill to the full committee, but indicated that they would need to see changes in the bill before supporting it further.
