The Queens Bus Redesign has been in development by the MTA since 2019, where until 2021 drafts were being created behind the scenes in order to evaluate what changes to make. By March of 2022, a new draft plan was released and from there was evaluated based on public perception and other factors that would determine what changes to make to what bus routes, both existing, new ones, and ones being eliminated and replaced. Nearly two years later after all evaluations were made and changes were made accordingly, the proposed final plan was released publicly by December 2023. With the final draft having been released and the last changes to routes being made, through the year of 2024 from July to December the MTA notified the public through hearings and final changes to the plan based on public opinions and suggestions based around what would make it the most convenient for riders in Queens. The MTA board in January had finally approved the redesign after years of planning and constant changes based on reception, which was the final step for planning in order to allow for the redesign to take place later in the year. On June 29th, Phase 1 of the Queens Bus Redesign was put into effect by midnight, which included depot swaps for routes, cut routes, rerouted routes and new routes that follow either pre-existing routes that were eliminated, or supplementing routes that are still in operation. Phase 1 of the redesign also introduced the brand new designation to bus routes that are currently only located in Queens due to the redesign, that being "Rush" routes. Rush routes, similar to Limited routes and despite first assumptions being that they may correlate to running only during rush hours, actually depends on the route being limited and direct to other rapid transit connections, most particularly subway ones. With Phase 1 also came the elimination of the last "X" prefix express routes that were located in Queens, which were the X63, X64 and X68, now the QM63, QM64 and QM68. This also came with the implementation of the QM65. The remainder of the changes for the Queens Bus Redesign are to take place under Phase 2, which begins August 31st and spans until September 2nd, which will mark the full redesign finished and all of Queens' buses matching the final draft of the plan. Phase 1 of the redesign however was implemented between three days, which were June 27th and June 30th.
