To get 100% up time on Vengeance you will need 3 pieces of gear with cool down, as well as cool down on your helm and in your paragon points. But 100% up time is not needed when running through Torment 10. In the video i have 97% up time by having 10% CD on a weapon and 8% on shoulders. With of course 10% from para and 12.5% from the helm.
