If using dried petals, use hot water. Pick enough petals to fill a jar of your choosing ensuring that the roses have not been sprayed or damaged. Fill the jar with water and a small dash of vodka. Put on the lid and leave to stand for three days. Shake the jar occasionally. After three days, strain out the rose petals and decant the water into your final container. The water should smell of roses. Add a couple of drops of Rose essential oil to preserve and that's it. I made a lot last year and kept the excess in the fridge, topping up my bathroom bottle as needed.
