This video has audio and subtitles Hello, we’re here to talk about what happens to the child’s Disability Living Allowance, known as DLA, claim after they turn 16. Can you tell me what happens to the child’s DLA claim after they turn 16? About 5 months before the child turns 16 we will contact the person currently claiming for them to find out if the child can manage their own affairs. This is because from the age of 16, a young person can claim and get benefits in their own name if they can manage their own affairs. What do you mean by ‘manage their own affairs’? By ‘manage their own affairs’ we mean that a young person is able to make decisions about their day-to-day personal care or healthcare needs. They can also look after their own finances and bank accounts or claim and spend any benefits that are paid to them. If they can manage their own affairs they may still need help and support to complete any benefit forms. Can you tell me what happens if the young person cannot manage their own affairs? If they cannot manage their own affairs because they are mentally incapable or severely disabled we can arrange for someone else to do this on their behalf. We call this person an ‘appointee’. An appointee is normally the parent or guardian who has been looking after the young person. Can you tell me what happens next? When a child reaches age 16 we will send them or their appointee a letter inviting them to apply for Personal Independence Payment. This is also known as PIP. This is because you cannot claim DLA if you are over 16. The letter will give more information about PIP and explain how to make a claim. If PIP is awarded it could be for the same, more or less than their current DLA. It may not be awarded at all. If the young person or appointee do not receive the invite letter they should call us to let know, on 0800 917 2222 or Textphone 0800 917 7777 Will the young person’s DLA automatically stop when they turn 16? Yes, the young person’s DLA will stop if they or their appointee have not made a claim for PIP by the date in their letter. If they make a claim for PIP, they can continue to get DLA up to the age of 17 to allow time for a decision to be made on their PIP claim – as long as they have given us all the information we need so we can make a decision on their PIP claim. This could be sending us supporting medical evidence or attending an assessment. Can you tell me more about PIP? PIP is a benefit paid to people over the age of 16 because they have a long term health condition or disability and need help with daily living or mobility. Like DLA it has 2 parts – a daily living part and a mobility part. PIP is not based on the health condition or disability. It is assessed on the level of help a person needs with daily living or mobility. For more information about PIP go to www.gov.uk/pip What happens if a young person or their appointee doesn’t claim PIP? If they do not claim PIP by the date in their letter their DLA may stop. Any other benefits or services the young person or the household got because we were paying DLA may also stop or be reduced.
