Driving in Shenzhen’s Qianhai Shenzhen–Hong Kong Cooperation Zone, a showcase of China’s future city infrastructure projects. The trip starts from Dachan Bay Port Area, a reclaimed land extending into Qianhai Bay, planned as the future core expansion area of Qianhai. Here, China’s largest internet company, Tencent, is building its new global headquarters and staff housing, so the area is nicknamed “Penguin Island” (the penguin is Tencent’s logo). The drive begins at the construction site of Tencent’s Employee Apartments—Penguin Apartments—then heads south past Tencent’s new global headquarters site and the Phase II expansion of Dachan Bay Container Terminal. The route continues along Jinwan Avenue, passing Shenzhen’s largest coastal mangrove area—Xiwan Mangrove Wetland Park—and ends at the southern edge of Shenzhen Bao’an International Airport (SZX) runway. Penguin Island and Dachan Bay Terminal are among Shenzhen’s largest future infrastructure projects. But with China’s economy in decline, whether they will bring the expected returns is uncertain—only God knows. Tencent employees were once the winners of Shenzhen’s rise as a tech hub, with soaring property values in Nanshan District helping many achieve financial freedom. Today, however, new hires need large-scale staff apartments for support. Even though the Penguin Apartments are luxurious, it still feels unsettling.
