In fact, the main character of the franchise is the best example of this, as Goku hasn’t managed to beat every opponent he’s faced. In fact, there are quite a few characters that Goku still hasn’t been able to defeat. Most of these instances came about because Goku wasn’t strong enough when he first faced these opponents and then failed to face them again, but he still couldn’t beat them all the same. Goku has experienced defeats all throughout the Dragon Ball franchise, from facing Jackie Chun in the Tournament Saga to fighting his brother at the beginning of the Saiyan Saga in Dragon Ball Z and his fight against Beerus in Dragon Ball Super. Other examples include parts of Dragon Ball Super: Broly, the Cell Games and the Tournament of Power. These moments don’t necessarily prove that Goku is weak, just that he always has room to improve, an idea that Master Roshi instilled upon him when he and Krillin first trained under the old turtle hermit.
