This third Genomic Sequencing CoP ECHO session focuses on unpacking dynamics in customs clearance processes and how they affect the procurement and supply chain of genomic sequencing (GS) commodities. Country-level importation procedures for externally manufactured products have been widely recognized as a key bottleneck affecting the procurement and supply of laboratory diagnostics, including genomic sequencing (GS) commodities, across African Union member states. Several factors contribute to these challenges, including high taxation and tariffs, extensive documentation requirements, regulatory measures to mitigate risks associated with restricted goods, bureaucratic delays, and reliance on manual clearance systems. These obstacles not only slow down the response to diagnostic and testing needs during public health emergencies but also increase the risk of cold-chain disruptions, leading to product degradation, reduced viability, or expiration before use. Addressing these importation inefficiencies is critical to enhancing laboratory system resilience and ensuring timely access to essential diagnostics. To achieve this, proactive engagement with stakeholders is essential to strategically collaborate on reviewing and improving customs clearance processes, leading to a more efficient and effective PSM system for GS commodities. In this session, we shared Zambia's experience and lessons learned in national efforts to develop guidelines for streamlining the importation and customs clearance of medical and allied commodities, including GS commodities. We also engaged manufacturers and public health laboratory experts to discuss the specific complex customs clearance challenges, explored mechanisms to navigate them, and identify opportunities to improve the process.
