Shaykh Salih al Fawzan Refutes the Murjiah on the Excuse of Ignorance and All Their False Claims

📌 This fatwa is by As-Shaykh Al-Mufti Al-Imam Ṣāliḥ al-Fawzān, in which he refutes the doubts and false claims of the modern Murjiʾah, who allege the following: 📅 Fatwa Recorded and Released 🌙 Hijri: 25 / 12 / 1442 AH 📆 Gregorian: August 4, 2021 📌    • تكذيب الشيخ صالح الفوزان لمن ينسبون لشيخ ا...   That Ibn Taymiyyah, Ibn ʿAbd al-Wahhāb, and Ibn ʿUthaymīn believed that grave worshippers are, in reality, Muslims before the establishment of proof, despite their falling into shirk and kufr. That outward takfir is restricted only to scholars. That the outward rulings of Islam, such as those applied to the munafiqeen, mean that their reality is that they are Muslims. The Shaykh refutes all of these claims and clarifies that they are false attributions and distortions. ━━━━━━━━━━━━━━━━━━━━━━ ⚠️ The Murjiʾah confuse the outward ruling with the inward ruling. The outward ruling is the judgment in this world. It is based solely on a person’s outward statements and actions and does not depend on what is in the heart. The inward ruling relates to the hidden reality of the heart, which cannot be known. It is only considered in matters of punishment and the ruling of the Hereafter. Ignorance, denial, coercion, and mistake are only considered in matters of punishment and the final ruling. This is for the judge in this world and for Allah in the Hereafter. They do not prevent the outward ruling! ❌ The fundamental error of the Murjiʾah: They make inward denial a condition for the outward ruling. They claim that a person cannot be judged with kufr outwardly until he has knowledge and the proof is established against him, because they believe denial only occurs after knowledge. By doing this, they make the outward ruling dependent on hidden matters of the heart, which are unseen and impossible to verify. ✅ The correct methodology of Ahl al-Sunnah wal-Jamaʿah: The outward ruling is based exclusively on statements and actions, without regard to what is in the heart. Ignorance, denial, coercion, and mistake are only considered in matters of punishment and the final ruling. This is for the judge in this world and for Allah in the Hereafter. ✍️ STATEMENT: Al-Hafidh Ibn Hajar al-Asqalani (d. 852H) in Fath al-Bari (12/272), transmitting consensus: وكلهم أجمعوا على أن أحكام الدنيا على الظاهر، والله يتولى السرائر “THEY ALL UNANIMOUSLY AGREED that worldly rulings are based upon what is outwardly apparent, while Allah alone takes charge of what lies within.” End Quote ✍️ STATEMENT: Shaykh al-Islam Ibn Taymiyyah (d. 728H) said in As-Sarim al-Maslul (2/339): فمن قال أو فعل ما هو كفر, كفر بذلك، وإن لم يقصد أن يكون كافرًا، إذ لا بقصد الكفر أحدّ إلًّا ما شاء الله. “Whoever says or does that which is kufr, then he becomes a kafir by that itself, even if he did not intend to become a disbeliever, for no one intends kufr except whom Allah wills.” End Quote ✍️ STATEMENT: Shaykh Salih Aal al-Sheikh said: وأما الجهل الذي يكون لأجل عدم وجود من يُنَبِّه، فإنه يُعذَر به حُكمًا في الآخرة حتى يأتي من يُقيم عليه الحُجَّة، ولا يُعذَر به في أحكام الدنيا. “As for ignorance that occurs due to the absence of someone who can make the person aware, then he is excused for it in the ruling of the Hereafter until the proof is established against him. However, he is not excused by it in the rulings of this worldly life.” End Quote ━━━━━━━━━━━━━━━━━━━━━━ ✅ The excuse of ignorance is a valid position that we affirm and believe in, but it has no connection to the outward ruling! ✅ The excuse of ignorance relates only to punishment and accountability. Meaning that punishments are not carried out upon one to whom the proof has not been conveyed in a sound and correct manner. Ignorance, coercion, and mistake are preventers of the establishment of punishment. They are not preventers of the outward ruling! ✅ As for the outward ruling, whoever worships other than Allah and falls into shirk outwardly is judged to be a mushrik, based solely on his statements and actions. However, we do not testify that he is in the Fire, nor do we establish the prescribed punishments upon him, until the proof is conveyed to him and the message is established against him. ❌ As for what the Murjiah falsely and slanderously call “the excuse of ignorance,” it is their claim that one who worships the sun or the moon, or believes that his god is in a bathroom, or openly insults the religion, is in reality still a Muslim until inward denial is established according to them.
