Regional comprehensive economic partnership – business and development perspective The views expressed are those of the participants and may not reflect those of the Asian Development Bank Participants Guest: Dr. Pramila Crivelli, Asian Development Bank and Mr. Pier Paolo Ghetti, Deloitte Interviewer: Egbert Amoncio, UNCTAD The Regional Comprehensive Economic Partnership (RCEP) is a regional integration agreement; it is the second mega-regional agreement (given its wide geographical coverage encompassing 15 economies) in the region after the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP). The RCEP was signed in November 2020. It is a strong commitment towards open trade and regional integration although companies are approaching it cautiously. Interestingly, it seems that one of the major benefits of RCEP is related to rules of origin, allowing to have the same set of rules for 15 economies and cumulation of originating materials to benefit from preferential treatment when goods are exported within RCEP. However, research from the Asian Development Bank shows that such expectations may be mitigated by a lengthy tariff phase-out schedule, differentiated offers coupled with complex rules of origin on cumulation and proof of origin that may not be trade facilitating, preventing the full potential of RCEP. Additionally, the perspective of cost-benefit analysis for SMEs and multinationals is a key factor that will determine the level of utilization of RCEP by the private sector. To this end further simplification of rules of origin and related administrative requirements are necessary during the built in agenda set in RCEP. RCEP is a living agreement, research and capacity-building activities are undertaken by international and regional partners to further support its implementation and build the agenda towards better rules of origin while building awareness among policymakers.
